Selectmen Present: Russ Pouliot, Shawn O’Neil, Bob Moore and Joe Luna.
Others Present: Jill Fleming-Selectmen’s Clerk
Selectman Moore moved and Selectman Luna seconded a motion to go into non-public session per RSA 91-A:3 II ( c ). The Board was polled – Russ Pouliot-y, Shawn O’Neil-y, Bob Moore-y and Joe Luna-y.
Treasurer/Authority
Selectman Moore stated that this meeting had been called because Jill Fleming resigned as a result of interaction issues between the Treasurer and the Selectmen’s office. These situations, which have been occurring for some time, have created an unpleasant working environment between the office and the Treasurer.
Selectman Moore stated that if a situation should arise where the Treasurer exceeds her authority it is to be referred to the Board of Selectmen. Chairman Pouliot stated that the Treasurer should do business with the Selectmen’s office during normal business hours.
The Board agreed that it was necessary to sit and talk with the Treasurer as she was coming across in a confrontational and negative manner in her dealings with the Selectmen’s office. Chairman Pouliot will contact the Treasurer to attend the next Board of Selectmen’s Meeting in either a public or non-public forum.
Jill has withdrawn her resignation as the Board of Selectmen have agreed to support the office if the Treasurer oversteps the boundaries of her elected position.
Selectmen’s Clerk/Hours
There was further discussion that the Selectmen’s Clerk was reducing her hours to a 20/hour week. The office will be looking to fill a vacancy of 10/hours a week to include attending the Selectmen’s meetings and transcribing the minutes. The balance of the 10 hours a week will be filled working in the office.
It was stated that Janet Dennison-ZBA and Conservation Commission secretary had expressed an interest in these hours and was acceptable to fill the position. After discussion the Board agreed to post the opening internally to allow all interested people to apply. Janet can fill the vacancy (beginning with the 1/28/08 meeting) with the understanding that it will be posted in house and she still needs to submit her application for review.
Chairman Pouliot questioned if the minutes were to be sealed? The Board unanimously agreed not to seal the minutes.
At 7:25PM Selectman Luna moved and Selectman Moore seconded a motion to return to public session. The motion passed unanimously.
