MINUTES OF OCTOBER 18, 2007

 

Present: Chris Giordano (Chairperson), Judy Jervis, Michele Tingley, Sheila Johannesen.

 

Also present: David Phillips-potential eagle scout.

 

The meeting opened at 7:40.

 

Mr. Phillips presented to the Commission a draft of his proposed Eagle project.  He hopes to provide the town with a compass course through part of the town forest.  This would entail making a sign, providing a picnic table at the entrance to the forest, trail markers on the trees or some other course markers, and “How To…” instructions.  He would also like to provided the town with compasses that can be stored at the town hall.

 

Judy made a motion to approve his proposal and Sheila seconded.  The motion was unanimous in the affirmative and the motion carried.  Mr. Phillips was advised to speak with the Forestry Committee and review his plans with them.  Janet will provide contact information for him.  At this point, Mr. Phillips left the meeting.

 

The minutes of September 20 were reviewed.  Judy made a motion to accept the minutes as written and Michele seconded.  The motion carried.

 

The easement was discussed.  Judy had emailed Bruce on August 23rd and got a response stating that he would get back to her soon.  She has yet to hear back from him with the answers to the questions pertaining to the penalty for finishing the easement before the management plan, the time frame for finishing both, and suggested wording of certain zoning issues in the easement.

 

Sheila asked if the chairmen of the Forestry and Conservation boards had met yet.  The only news pertaining to that is that Forestry was supposed to put it to a vote whether or not that method (chairmen meeting versus subcommittees) was acceptable to the Forestry committee.  Chris has yet to hear whether or not that vote has taken place.

 

Sheila will be doing the Wind Over Wings program the week of Earth Day next April.  She will contact the school to get an exact date and will look into funding.  She explained that the costs involved and was told that if outside funding couldn’t be found, the Commission can subsidize the program.

 

Michele will be meeting with Mrs. Hart, the elementary school principal, on October 26th to discuss possible enrichment activities, hopefully using the outdoor classroom.  Possible topics are wildlife habitats, identifying bugs, and there was a discussion of old trails around the school that could be used in conjunction with an enrichment program.

 

Sheila spoke about a program called “Lost and Found” about search and rescue dogs. 

 

Michele is trying to find the names of the children from the logo contest and have this information on the website.  Permission would have to be obtained from their parents before this is done.

 

The recent site walk was discussed.  It’s still unclear where the water is coming from which floods the road.  Judy mentioned that upstream should be examined because the old maps indicate a beaver dam which may be contributing to the problem.  She asked what state organization should be called to ask.  Chris will call Emily Brunkhurst to get a referral.  There was a discussion about the culvert and the potential issues that would arise from upgrading Tuckertown Road.

 

Mr. Johnson from UNH Coop Ext contacted Chris with information regarding another class being held for less experienced students.  This would be held in the fall of ’08 with applications due in March.  The less experienced students would have more supervision.

 

Chris wrote the letter to PSNH regarding the silt fence removal, oil containment, and ensuring any disturbed area is stabilized.  This is in regards to the new construction on the power lines, the plans of which had been presented to the Zoning Board, Selectmen, and Conservation Commission for review.

 

The upcoming ballots were discussed and possibly having a warrant article regarding alternates for the commission on the ballot.

 

Paperwork was sorted and given to Michele for further review.  If she finds updated versions of certain booklets then the old ones will be thrown away.  Most information is obtained online and Chris mentioned that any necessary books and papers can be purchased if the need arose.  Space is limited to store documents at the town hall.

 

Correspondence:

 

  • intent to cut form submitted by Philip Emilio on map and lot #1-50.  40+/- will be cut.
  • from senate of NH chair of Great Bay Estuary Commission.  An invitations to a conference to be held October 19.
  • from State of NH Dept. of Economic Development.  Announcing a grant round for outdoor public recreation.  This was forwarded to the Recreation Committee.
  • NHDES: acknowledgment that the DES received a dredge and fill application for rt. 11A.
  • a copy of Chris’ letter to the selectmen regarding the aforementioned plans submitted by PSNH.
  • NHDES: acknowledgment that the DES received a dredge and fill application for 78B Walker Rd, tax map and lot 3/21-16.
  • from River Management Society:  announcing the 9th biennial symposium to be held May 12-15, 2008 in Portland, ME.
  • an announcement that Woodard and Curran has a new vice president: John L. Daniels
  • an invitation to the Forest Laws Workshops for Municipal Officials to be held November 1, 2007 in Bristol, NH and November 13, 2007 in New Boston, NH.
  • a copy of emails from Laura Games.
  • from NHDES: acknowledgment that a minmum impact expedited application was received for property in Cotton Farm, tax map and lot # 3/87.
  • a copy of a wetland standard dredge and fill permit application from Linda Gorton, tax map and lot # 3/21-16.
  • from NHDES: they received a complaint of a possible violation by Chris Giordano, tax map and lot #4/213, alleging that wetlands have been filled without a permit or proper authorization.

 

Sheila made a motion to adjourn the meeting and Judy seconded.  The motion passed and the meeting adjourned at 8:45 pm.
