CONSERVATION COMMISSION

 

MINUES OF JULY 20,2006

 

Present: Chris Giordano (Chairperson), Judy Jervis, Sheila Johannesen and Ron Comeau

 

Also Present:Andrew Robinson, Bruce Schwaegler and David Ries from NH

Audubon Society.

 

Others:Dave Knight, Curt Springer,Betsy Sanders,Shawn O’neil, Chris Laurie, Carol Barid, Julie and Ron DiCarlo and Joe Luna

 

The meeting was called to order at 7:30PM and was televised.

 

JOINT MEETING

 

 

Chris stated that he was confused regarding the costs from the last meeting.  The amount of $4,000 for staff costs and $2,000 for monitor costs were in the NH Audubon meeting minutes that Sheila, Judy and Dave Knight attended, yet they had discussed at our last meeting $10,000 figures and a discussion followed.  Chris also stated that the boards put a lot of work into the first boiler plates easement, with a lot of input from everyone only to find out this was a practice.  Andrew explained that the first easement he had given the town to work on was a practice to get everyone working together with their thoughts. Also at the time Dave and Bruce were not available for him at that time, he thought he would get the easement in motion with the boards thoughts and input.  Chris said that he thought that the Stewardship and Forest Plan were options, but it now appears to be you have to have one in place before the easement is accepted.  Bruce presented to the boards a copy of what he thought the roles of our town’s boards were regarding the easement process.  Bruce explained his responsibility list.  Chris asked if the FMP would have to be in place?  Bruce talked about the quality of it and some of the concerns of it.  Bruce spoke about digitized maps, wildlife action plans, lots of conservation of wetlands and wetland buffers and large aquifer within the town forest.  Ron DiCarlo said that he was pleased to see that the new easement draft contained the Historic District in it.  Carol suggested that on page 1, the 3rd “whereas” be removed.    Issues of the ATV use under the reserved rights were discussed.  Andrew asked if the ATV club was active? Chris stated that he thought that it was.  Trails have been designated for their used by the Selectmen.  Tuckertown Road, Hersey Rd were two of the trails.  Bruce suggested that they leave Tuckertown Road out of the easement.  Chris stated that it would be a reserved right and the town would be responsible to monitor it and the police dept. would police it.  ATV issues, shooting range were discussed again.  Bruce said that it should be addressed as a reserved right.  Bruce will also amend the wording regarding the Conservation Commission adding more land to this easement.

Chris asked everyone to put his or her changes in writing and submit it to Conservation.  Chris stated that after tonight’s meeting and all the changes are input, given to Audubon we would hold another joint meeting.  Time and date to be announced in the future.  The boards thank everyone for coming.

 

Sheila made a motion to adjourn.  Ron 2nd the motion.  The vote was unanimous and the meeting adjourned.
