JOINT MEETING

 

MINUTES OF AUGUST 3RD, 2005

 

 

 

Present: Chris Giordano (Chairperson), Judy Jervis, Sheila Johannesen and Ron Comeau

 

Others Present: Bob Moore, Russ Pouliot, David Knight, John Russo, Carol Barid, Joe Luna, Laura Games, Wally Fries, Betsy Sanders, Curt Springer and Philip Emillo.

 

The meeting was called to order at 7:45pm and was televised.

Chris presented to Laura Games, a framed award letter of appreciation and dedication, from the Conservation Commission members.  Laura served on the Conservation Commission for many years.

 

1.      Joint Meeting:

           NH Audubon Society

           Rockingham County Conservation District

           Rockingham Land Trust

           Society for the Protection of NH Forests (SPNHF)- Referred Commission to Rockingham County Conservation District

           Center for Land Conservation Assistance-Referred Commission to SPNHF

           Bear Paw-Region specific-Danville not included

           Nature Conservancy- More international-not local need rare animals and plants

           UNH Cooperative Extension-Do not hold easements

 Chris stated that at the meeting no decision would be made.  This was an informational meeting.  At the next joint meeting on September 7th, we would give the recommendation to the Selectmen, for the Conservation Easement. A packet of information was given to a Board representative for their Board’s review. Chris explained that the New Hampshire Audubon Society, Rockingham County Conservation District and Rockingham Land Trust were three of the eight organizations the Commission looked at. Questions asked to each group were if a survey was required, costs, example easement, if funds were available, if minimum amount of land required and the history of organizations. Judy explained that the information gathered was placed on a matrix.  All had concerns of ATV’s and the shooting range.  Potential damages and enforcement issues from ATV’s, and the shooting range area high lead content and hazardous waste.  Carol asked why the Conservation Commission leaned toward NH Audubon?  Judy stated that they had a lot more to offer the town, the Commission agreed. Judy read from their brochure of their accomplishments.  Sheila stated that she felt the town would get more out of NH Audubon than other organizations.  Chris explained that part of the process was each of the three organizations was invited to our meetings. The members and the public were able to ask questions.  NH Audubon Society stood out the most by the Commission.  Judy stated that all require a survey.  Chris said that the Commission is in the process of getting estimates for that. Dave Knight had concerns of conflicts of interest, as other board members, and other interested parties hold positions on the Rockingham Land Trust.  He stated that Betsy Sanders was the Treasurer, Forest Griffin was on the Board of Directors and Rick Russman of Kingston.  Rockingham County Conservation District would give both non-bias and diversity.  Dave asked about monitor reports, the Commission will have them available for September meeting.  Curt stated he would like it noted that the Forestry Committee needs to take a vote on allowing Conservation to move forward with the survey.  Bob Moore expressed his appreciation on the work that the Conservation Commission has done on this project.  Chris reminded everyone that the next joint meeting would be September 7th.

 

2.      Minutes of June 1st & June 15th- Judy made a motion to accept the minutes of June 1st as amended.  Sheila 2nd the motion.  The vote was unanimous with the exception of Ron who abstained.                                                                                                                   Judy made a motion to accept the minutes of June 15th as written.  Chris 2nd the motion. The vote was unanimous with the exception of Ron and Sheila who abstained.                                                                                                                           Chris announced that UNH has chosen Conservation Commission to do the second part of wetlands evaluation for their fall semester.   

 

 

3.      Sub-Division Plan Review/Anthony Pizzurro- The Commission reviewed and discussed the plans for Anthony Pizzurro, 27 & 33 Main Street, Map and Lot 3-161.  Retaining wall within the 75ft set back and parking lot in the 75ft set back were concerns of the Commission.  Chris will write a letter to the Planning Board.

Chris welcomed Ron Comeau back to the Commission.

 

Sheila made a motion to adjourn.  Judy 2nd the motion.  The vote was unanimous.  The meeting adjourned at 9:45PM.
