CONSERVATION COMMISSION

MINUTES OF APRIL 16,2003

 

Present: Laura Games (Chairperson), Judy Jervis, Chris Stafford, Chris Giordano, Sheila Johannesen and Jason Holder.

The meeting was called to order at 7:30PM and was not televised.

ANNOUNCEMENTS/DISCUSSIONS

 

  1. PLANNING BOARD PUBLIC MEETING- Chris G., Planning Board liaison, said that on May 1st, 2003 the Planning Board will hold a public meeting regarding sidewalks and curbs.

  2. MINUTES OF MARCH 5,2003- Chris G. made a motion to accept the minutes as amended. Judy 2nd the motion. The vote was unanimous.

  3. APPOINTMENT SLIPS- Laura apologized that a letter cover was not sent out with the appointment slips. Judy Jervis, Chris S., Chris G. and Ron Comeau are up for re-appointments. Chris S. and Chris G. gave Laura their appointment slips.

  4. APPOINTMENT OF CHAIR AND VICE-CHAIR- a. Chairperson- Sheila made a motion to appoint Laura Games as Chairperson. Jason 2nd the motion. The vote was unanimous. Laura accepted the appointment. b. Vice-Chair- Chris S. made a motion to appoint Judy Jervis as Vice-Chair. Chris G. 2nd the motion. The vote was unanimous. Judy accepted the appointment.

  5. CONSERVATION EASMENTS- The following is a list of easement organizations: 1. Rockingham Land & Trust (Chris S.) 2. Rockingham County Conservation District (Jason) 3. Society for the Protection of New Hampshire Forest (Jason) 4. Center for Land Conservation Assistance (Sheila) 5. Bear Paw (Judy) 6. Nashua Conservancy (Sheila) 7. Danville Conservation Commission ( Laura) 8. UNH (Judy) 9. New Hampshire Audubon Society (Judy)

 

 

The Commission discussed the easement holdings and will research the 9 organizations.

Here is a list of some questions and concerns the Commisison will ask: a. Survey costs b. Is a survey required c. Do they have a example of easement we could see d. Maintenance fee’s

e. Do they do Town easements vs. Private easement f. Is the amount of land a factor…….min or max of land g. Funding sources to defray costs….like grants h. How long been around- summary of the organization i. The organization that holds the easement, what are their requirements j. What are the organization restrictions 6. MEMO FROM SELECTMEN: Laura read a memo dated April 11,2003 from the Selectmen, regarding a staff meeting on April 23,2003 at the Town Hall.

7. TRACY DEGNAN-Laura said she heard from Tracy and has obtained a copy of the land parcel prioritization that we did last year, Laura passed out the copies.

  5. CLUSTER ORDINANCE-Chris G. said that he is going to work on the cluster ordinance this year again with the Planning Board. Judy send out to the members by email some information regarding ticks and wildlife Chris G. said. Chris G. explained some of the issues regarding the cluster ordinance and said he felt they have removed the loopholes. He asked the Commission how they felt about the ordinance? After a discussion, Laura asked for a copy of what was proposed last time. She said either email it to the members or bring in a copy for the next meeting. Chris G. said he would do that.

Jason made a motion to adjourn. Judy 2nd the motion. The vote was unanimous. The meeting adjourned at 9:00PM.
