CONSERVATION COMMISSION
MINUTES OF DECEMBER 4, 2002
Present: Laura Games (Chairperson), Judy Jervis, Chris Stafford, Chris Giordano, Dave Jefferson and Mike Asselin (Selectmen’s Rep.).
Also Present: Bill Gregsak, Joe Johnson and Andy Ward.
The meeting was called to order at 6:45PM and was televised.
MAIL/ANNOUNCEMENTS/DISCUSSIONS
Proposed plan off Brentwood Road- Bill Gregsak, of Gregsak Engineers, showed the Commission a proposed development located at the northeast corner of Fremont and Kingston off of Brentwood Rd. It is a 34.7 acre parcel of land and a sub-division to 4 lots, over 8 acre lots with a proposed 4 condo type home development. Bill explained that he still needs to meet with the Selectmen of Danville and Fremont and that there will be no dredge and fill at this point. The Planning Board gave instructions to work with the Town’s Engineer, Terry Trudel. The Commission discussed conventional homes vs. condo homes. Laura said that this would be a lesser impact this way then conventional homes. Andy asked what kind of homes, high income or low income? Joe said that they would be 1700 sq. ft., split entry, 3 bedroom, 1 car garage homes. The Commission reviewed the plans. Laura asked Bill if he needed the Commission to write anything up now? Bill said no not yet.
Warrant Articles 2003- The Commission discussed and reviewed a warrant article that East Kingston did in 1999. Laura explained that if and when the Commission applies for Conservation Grants this would help because it shows that you’re active in the stewardship of the lands. The main purpose of a Conservation easement is to protect it from any future development. After reviewing the town forest lots on the map, it was decided to include all the Town Forest lands. The Commission drafted up a warrant article. Chris G. made a motion to accept the warrant article as read by Laura. Dave 2nd the motion. The vote was unanimous.
NHDES/SITE SPECIFIC PERMIT/HOME PLATE- The Commission received a letter dated November 19,2002 from NHDES. They received an application from Home Plate 11, Inc. of Danville for an RSA 485-A:17 site specific permit to disturb approximately 498,500 sq. ft. for the construction of eight multifamily buildings in Danville.
PLAN GRANITE RUN- The Commission reviewed and discussed the plans for Granite Run. The errors on the plans were incorrect and need to be changed. Laura told Chris G. that they needed to be corrected and the Commission will review the new corrected plans for comments.
OLD JOHNSON ROAD BRIDGE- Laura read the dredge and fill application filed by the Town of Danville. The Commission reviewed the plans and pictures.
MINUTES- The Clerk asked if at the next meeting the minutes of the following meetings be approved, August 7th, September 4th and October 9th. Sheila will email a reminder.
Laura made a motion to adjourn. Dave 2nd the motion. The vote was unanimous. The meeting adjourned at 9:00pm.
