MINUTES OF MEETING JUNE 26,2002
Present: Laura Games (Chairperson), Judy Jervis and Ron Comeau.
Also Present Mike Asselin (Selectmen Rep.) and Tracy Degnan from Rockingham County Conservation District
The meeting was called to order at 6:30PM and was not televised. Due to the lack of a quorum, this meeting was deemed merely an informal discussion.
MAIL/ANNOUNCEMENTS/DISCUSSIONS/APPOINTMENTS
1. Tracy Degnan/Rockingham County Conservation District- Tracy said that she was here for the Commission as a technical assistant for an open space protection project and to assist with LCHIP and other grant application processes. Having an updated Natural Resources Inventory and a prioritization of land parcels for potential purchase looks good when you apply for a grant, because it shows that you are planning for protection. Tracy said that she noticed that this Commission had done that already. The Commission discussed with Tracy funding applications, other possible grants available, Conservation easements and prioritizing. The maps the Commission reviewed and discussed were the "Water Resources Map" and "Locally Define Specific Resources". Tracy asked how many Conservation easements the Town of Danville holds. this is important also to the LCHIP grant. Laura and Judy discussed some of the easements the town held. Tracy said that the Commission needed to get the easements in line, how many we hold, because you can use them as matches for LCHIP. If any of them hold a public access they rank them higher than the others that do not. This is part of the points for the LCHIP application. Tracy explained that the towns of Rye and East Kingston did a warrant article to place easements on their land. Laura asked what would LCHIP look at as a good project? Tracy said it focuses on cultural, natural, historical resources and values, wetland protection, joint efforts with other towns. Laura asked about the Land and Water Conservation grants. Judy said that LCHIP is due in September and it would be impossible for Conservation to do an application. Judy said that there were too many things that needed to be done to prepare for this process. Laura explained that this why Tracy is here to help us. Tracy explained the process of the LCHIP application and her active role to help the Commission. Mike expressed to Tracy that the Board of Selectmen is committed to this project as a high priority. The Commission reviewed and discussed the Natural Resources list and the prioritization of land parcels. The Commission went through a lengthy re-prioritization of land parcels for potential purchase.
2. David Wickliff, Rockingham Planning Commission (RPC)
David presented the digitized National Wetlands Inventory map for Danville with a digitized tax map overlay. He stated that he ran into problems with our previous natural resource inventory maps because they were all different scales. The commission stated that they had hoped for a transparent overlay of the Town’s digitized tax map, which would be compatible with all of the natural resource inventory maps. David will borrow all the inventory maps and try to resolve the scale problem. He will also create a transparent tax map overlay.
