CONSERVATION COMMISISON
MINUTES OF APRIL 3,2002
Present: Laura Games (Chairperson), Chris Giordano, Judy Jervis, Chris Stafford, Michele Tingley and John Russo (Selectmen’s Rep.)
The meeting was called to order at 7:30PM and was televised.
MAIL/ANNOUNCEMENTS/DISCUSSIONS
- Tuckertown Rd-
Regarding the timber cutting by Lewis on Tuckertown Road, the Commission discussed the site walk and reviewed a tax map. Chris S. asked what the implications would be? John said that it is a violation of the Historic District Ordinance for starters. Laura said that the Town may be reimbursed for the timber that was taken. Judy spoke about the Heritage Commission meeting she attended and what they had discussed regarding the actual location of the road. Judy said that Heritage Commission asked what was the Conservation Commission’s intentions when it made Tuckertown Road a Class A trail. Was it the original road? John said that Lewis did not get permission to use the right of way in question. Laura said that what should have happened was that when the intent to cut was submitted it should have been noted that it was in the Historic District. John noted to the Commission that he was unaware of Lewis’s other cease and desist order before the current one that the Selectmen placed, so this is another violation. John explained that this Board Selectmen are now looking at the tax maps before they sign an intent to cut.
- Heritage Commission/Forestry Committee Request for Review and Comments on January 29 Forestry Meeting and Hand-out-
The Commission received for each member a copy of Heritage Commission comments, which Laura passed out. Laura asked Sheila, the Clerk, to place a copy in with the minutes.
- Rockrimmon Rd, Kingston-
Laura talked about the court case with the Town of Kingston and the designated Class A trial on Rockrimmon Rd, Kingston.
- Minutes of March 7th, 2002-
The Commission reviewed the minutes of March 7th. Chris G. made a motion to accept the minutes as written. Judy 2nd the motion. The vote was unanimous with the exception of John who abstained.
- Conservation Commission vacancies-
Chris S. asked what the status of Jason Holder was? The Commission discussed the number of members and number of alternates. The Commission’s only vacancy is 1 alternate member needed. Laura gave a letter of recommendation to the Selectmen for Jason.
- Orchard View Estates/Gregsak Engineering, Inc-
Laura said that Bill Gregsak was unable to attend our meeting tonight, but that Bill sent a note to the Conservation Commission. He said that the drainage issue was being raised again by Carsten Springer. Bill said that they have revised the drainage modeling to show the large pond as having two areas where it outlets. One area is where they are putting the bridge and the other area is at the northwest corner of the parcel. The entire drainage report was revised. The Planning Board and the Town Engineer have reviewed the project, and the Town Engineer has approved the project. He said that they now have a conditional approval based on a final review of the project by the Conservation Commission and obtaining a dredge & fill permit, subdivision approval and a site specific permit.
- Forest Management Plan-
A copy of the draft Forest Management Plan was given to the Commission for review and comments. Chris S. will start and pass it on.
- Letter from Charlie Peason
- A letter from Charlie Peason explaining that they will be applying for LCHIP grant and looking for a letter of support. The Commission decided to send a letter of support only.
- Letter from NHDES/Iron Wheel-
The Commission received a letter from the NHDES in regards to the Iron Wheel proposed expansion project. The letter was to inform the Commission that this had been sent back to the enforcement department at NHDES because they haven’t seen anything from Iron Wheel.

- University of New Hampshire Cooperative Extension- Wildlife Habitat Improvement: woodlands and wildlife workshop.
- Timber Tax- Chris S. asked where the money goes that is paid into the timber tax? What fund does it go into? Laura will write a memo to the Selectmen in regards to this question.
- Terra Realty- John told the Commission that the Selectmen have not seen any new plans. Terra came into the Selectmen’s meeting about a month ago but that there has been no other contact.
Chris G. made a motion to adjourn. Chris S. 2nd the motion. The vote was unanimous. The meeting adjourned at 9:00PM.
