CONSERVATION COMMISSION
MINUTES OF MARCH 7, 2002
Present: Laura Games (Chairperson), Judy Jervis, Chris Giordano Ron Comeau and David Jefferson.
Guests: Bill Gregsak from Gregsak Engineering, Inc., Carston Springer, Mike Sloane, Gertrud Mugerit and Jason Holder.
The meeting was called to order at 7:30PM and was televised.
The Commission reviewed the minutes of February 6,2002. Judy made a motion to accept the minutes as written. Chris G. 2nd the motion. The vote was unanimous.
MAIL/ANNOUCNMENTS/DISCUSSIONS
Orchard View Estates/Bill Gregsak, Gregsak Engineering, Inc- On February 16th, Bill and the Commission walked the site. Bill said that these were changes that the Commission discussed on the site walk. Changes such as eliminating a driveway & wetlands crossing and one, three sided box culverts in place of a bridge. Laura asked if any more building lots were added, Bill said no. Bill said he has a set of plans for the Commission. Gertrud Mugerit, stated several concerns about this development. Wells going dry, septic systems and water pollution were concerns of the guests. Questions were asked about these subjects and Bill explained them. Laura said that the Commission is only the advisor Board, and could only advise; they needed to address their concerns in writing to the State level as well. Both Laura and Judy explained this process to the guests. The Commission provided the guests with the telephone number (603-271-2147). Carston asked Bill to explain about the soil testing, which Bill did. Judy asked Bill if test pits had been done for each lot, Bill said that they had. Carston and Mike both pointed out about the water flow to the land. Bill said that he would go back and look at the area again in question and address these concerns. Mike asked the Commission if the abutters are advised and/or taken into consideration with the discussion process? Judy said yes, and that when they address their concerns to the State, that they should be specific to their concerns.
Pine Street & Long Pond Road/MDR- Bill Gregsak, Gregsak Engineering, Inc., brought in a plan for Pine Street & Long Pond Rd. The Commission reviewed the plans and gave comments on it. One comment was that the lot configuration was not appropriate. This is a proposed site of a 92-acre parcel. Bill said that this is just in the beginning stages.
UNH Co-Operative Extension Students/Wetlands Evaluation Field Study Project- Laura said that she thought that they were going to be here tonight, and that they have been working on the project.
Letter to Commission/Jason Holder- The Commission received a letter from Jason Holder. Jason would like to become a member on the Commission. The Commission discussed the letter, and Laura will recommend to the Selectmen that Jason become a member. The Commission still has openings for alternate members.
Forest Management Presentation Booklet- This is a hard copy of the presentation meeting of January 29, 2002. The booklet was passed on to other Commission members to review and comment on as asked in the letter from the Forest Committee.
Letter from Chris Stafford- Laura read Chris Stafford’s letter to the Commission.
Submittal of Heritage Commission Response for Requests for Comments to Forest Committee regarding, Forest Management Presentation Booklet- Laura said that the Heritage Commission reviewed the booklet as requested by the Forest Committee. Heritage Commission will be giving each Conservation Commission member a copy of their response. Laura read some of the concerns.
Copy of Natural Resources Inventory- Each member was given a copy of the Natural Resources Inventory. A. Conservation Land Purchasing- Dave asked if there was a limit as to how much or how little land Conservation could purchase? Laura said that there were no set limits. Laura pointed out that Conservation should make land purchasing one of the priority goals for this year. Applying for grants and possibilities of available lands were discussed.
Letter from Carston Springer- Commission received a letter regarding Cub Pond.
Rockingham County Conservation District- questionnaire
Letter Dated February 12,2002/Selectmen- Letter from Selectmen in regards to surveys or future surveys to be mailed out in the town report or tax bills.
Conservation News Bulletin- Latest copy of Conservation News Bulletin, members given a copy.
Workshop- Judy presented the Commission with workshop brochures.
Chris G. made a motion to adjourn. Dave 2nd the motion. The vote was unanimous. The meeting adjourned at 9:30PM.
